The peak on the left (1947) are the baby boomers (now retiring). The peak after (1965) are Gen X.
Since then, birth rates have been in decline. So, for over 50 years the UK workforce has had less and less people entering it.
'Back in the good-old (bad-old) days' you could hire and fire, treat people poorly and recruit easily because there were plenty more people to choose from.
Now, talent is scarce and holding onto them is more important than ever.
